There was chaos yesterday in Kyengera when the Members of Parliament were stopped from entering into one of the safe houses that is located in Kyengera.
The MPs who were being led by the chairperson of the human rights comittee were stopped from accessing the safe house and they had to stop and go back after they were denied access.
It is alleged that the safehouses are being used by Internal Security Organisation commonly known as ISO as chambers for torturing their victims.
